Just one day after federal officials declared 2012 as the hottest year on record in the lower 48 states - Vermont Senator Bernie Sanders announced a bill to create a transparent fee on greenhouse gas emissions from the biggest polluters - while also aiming to boost green energy development and end tax incentives for oil companies.

Sanders says it’s time to take strong action to transform the nation’s energy system away from fossil fuels toward energy efficiency and sustainable energy. Environment and Public Works Committee Chairwoman Barbara Boxer says she’s establishing an ad-hoc climate change clearinghouse with two other Senate committee chairmen that will promote administrative action and legislation.
