Without extensive snow, or an extremely wet spring, the tap could run dry this summer.

The head of the Iowa Department of Natural resources says groundwater, surface water and stream flows are all well below normal.

Chuck Gipp detailed emergency water rationing procedures to lawmakers. 

He says protocol calls for out-of state water users to be cut off first, followed by crop watering, livestock watering and finally residential areas.
