POLICY REVIEW: Plan May Break Federal Law

A school policy used by the Iowa City Community School District is under review because it may violate federal law. 

The school district wants to balance the number of students receiving free or reduced-price lunches at each school.

Federal law says that can’t happen without parental consent, but some school board members believe there are plenty of ways to still implement this policy.

One idea is to redistrict school boundaries based on income levels. 

But the Iowa Department of Education sent school board members an email expressing concerns about the idea of using student’s information.

Board member, Sally Hoelscher says there could be a way around the concerns, “There will probably need to be more discussion with the Department of Education. The letter spoke directly to the use of individual student’s information, whereas the policy is really using FRL on an aggregate basis.”

The board will discuss taking further action on the issue Monday morning.
