Iowa Republicans have introduced legislation that would outlaw abortion and allow providers to be prosecuted.

Representative Tom Shaw of Laurens, proposed the bill Wednesday. It would prohibit abortion from the moment of conception and allow for any Iowa doctor who performs an abortion to be charged with murder.

Shaw says he’s trying to protect human life and doesn’t believe the bill would violate the U.S. constitution.

Officials with Planned Parenthood disagree, they say the bill violates women’s liberty as it has been upheld in two U.S. supreme court decisions.

The bill’s prospects in the House are unclear, but its survival in the Democrat-controlled Senate is unlikely.
