ICE JAMS: River Levels Fall Slightly
Conditions along the Cedar River improved Wednesday as ice jams began to break up.
Thursday those jams pushed the river out of its banks and into Cedar Rapids neighborhoods.
The ice began to break up causing the river level to fall.
Many of the homes that flooded are owned by people who refused a buy-out offer from the city following the floods of 2008.
