SPECIAL INVESTIGATION: Improper Disbursements

A special investigation by the Iowa Auditor’s Office turned up almost $90,000 in improper or unsupported disbursements at the Creston Water Works.

The report on the investigation was released Friday and shows longtime General Manager Steve Green accepted nearly $50,000 in pay and additional retirement contributions for inspections of two projects where a separate inspector had been hired and $30,000 in unauthorized vacation payouts.

Investigators also found items paid for by Creston Water Works at Green’s private residence.

Green was placed on paid administrative leave in November when the investigation started. The report has been turned over to the Union County Attorney’s Office, the Attorney General’s Office, the Union County Sheriff’s Office and the Iowa Division of Criminal Investigation.
