The labor union representing many Iowa state employees is pushing the governor to accept training for the Iowa Juvenile Home in Toledo.
AFSCME wants the governor to accept free staff training from the National Association of State Mental Health Program Directors. The union says the organization is highly regarded and deals with similar public facilities.
The call comes after a Des Moines Register investigation that revealed teenager girls were kept in isolation cells for months at a time.
The governor has said his administration is planning major changes to how the home is run.
