The task force on the Iowa Juvenile Home is expected to release its report making recommendations for changes at the facility Tuesday.
It follows complaints that staff kept residents in isolation rooms for months at a time.
In August, Gov. Terry Branstad used his executive power to make changes at the home in Toledo. The order states the home must follow the same standards for restraint as a private residential facility.
The order also created a task force to make new recommendations for the facility.
The governor says the higher standards will provide greater safety, transparency and oversight at the home.
