KATHLYNN’S HOPE: Parents Seeks New Law

The parents of a murdered teen will make their case for tougher penalties for sex offenders to Iowa lawmakers Thursday.

Kathlynn Shepard, 15, and 12-year-old Dezi Hughes were abducted from Dayton last year while walking home from school.

Police say Michael Klunder abducted the girls and killed Shepard before killing himself.

Hughes managed to escape.

Klunder was released from prison with more than twenty years remaining on his sentence for three kidnappings.

Mike and Denise Shepard will speak to legislators about the proposed Kathlynn’s hope law.

The couple wants penalties and oversight increased for sex offenders who attack children.

State Representative Chip Baltimore plans to introduce the bill.

    Sex offenders should never get out of prison whether it is a child or an adult. These people cannot be rehabilitated and should be locked away forever.
