The Environmental Protection Agency's proposed Waters of the U.S. rule was published in the Federal Register on Monday.

Once in place, farming and ranching practices as well as private land use would have more federal regulations.  The American Farm Bureau says that is not what Congress originally intended, and calls on its grassroots effort to bring attention to its concerns with the new rule.  They call their campaign "Ditch the Rule".

EPA says certain exemptions will protect farmers from the new rule; but Chief lobbyist with the Farm Bureau Dale Moore says that only applies to longstanding farms, not new farms.

The Farm Bureau believes ordinary field work, fence construction, or planting could require a federal permit under the new rule.
