People in Des Moines will see their utility bills go up one week from today.

On Tuesday, the Des Moines franchise fee will increase from 5-percent to 7.5-percent.

Voters approved the increase in March. The money will be used to repay $40-million in bonds the city used to pay a settlement over franchise fees.

The Iowa Supreme Court ruled a portion of the franchise fee charged from 2004 to 2009 was an illegal tax.

The increase is set to last for seven years.

So can we expect our refund for the unlawful Tax on our Mid American bill or a check then too? We seem to keep paying with no sign of the refund. They want their money next month but we have yet to see ours.
