Blood Found on Damaged Rental Car, Police Seek Public’s Help in Investigation

Ottumwa police are asking for the public’s help to determine whether a rental vehicle occupied by a man arrested for public intoxication was involved in an accident that might have injured someone.

Officials say they found what appeared to be blood on the outside of the vehicle 36-year-old Jason Tobeck was found in Tuesday afternoon, and damage to the vehicle showed it had likely been in an accident.

Police were called to the 100 block of East Third Street just after 3:30 p.m. Tuesday about a man sitting in a car possibly in need of medical assistance. When officers arrived the man, later identified as Tobeck, took off on foot. He was taken into custody a short time later.

Tobeck is charged with interference with official acts, open container, and public intoxication.

Police say the vehicle was not rented in Tobeck’s name.
