IOWA  --  A controversial new law going into effect in July changes workers' compensation rights.

The measure--effective July 1st--reduces the penalty for employers who are late paying compensation claims. It also limits lawyer fees and lowers benefits for long-term shoulder injuries.

The new law is estimated to save the state about two million dollars next year.
