Ottumwa Police Department Investigation Leads to Kidnapping Arrests

OTTUMWA, Iowa – Two people have been charged with kidnapping following an investigation in Ottumwa.

On February 27, the Ottumwa Police Department was contacted by a victim who reported that she had been held against her will for several days. The victim also reported that she was repeatedly assaulted during the time frame she was held captive.

The victim in this incident was identified as Amanda Wright of Ottumwa, according to police.

On June 7, the Ottumwa Police Department arrested 23-year-old Joel Enrique Herrarte Jr. following an investigation. He was charged with second-degree kidnapping and willful injury. Herrarte remains in the custody of the Wapello County Jail with no bond.

Also, on July 19, authorities arrested 27-year-old Constance Nicole Griffiths. She was charged with second-degree kidnapping/aiding and abetting. Griffiths remains in the custody of the Wapello County Jail with a $38,000 cash-only bond.

A third suspect is also facing charges relating to the kidnapping investigation and those charges are pending, according to police.
